What makes a property an absentee-owner lead?

It does not mean that the owner lives outside Texas, that the home is vacant or rented, or that the owner wants to sell. Which absentee-owned properties deserve research?
Use property fit first: neighborhood, type, value range, age, size and likely repairs.
